China's CPC General Office and the State Council issued a joint opinion on 21 October on integrating scientific and technological innovation with industrial innovation. Xinhua released the text and the Ministry of Science and Technology carries it.

The document addresses the research-to-market chain rather than a single technology. National science programmes are to be oriented toward industrial use, with more company and venture-capital reviewers sitting in guideline drafting, project approval and acceptance; company-led projects get milestone-based funding; acceptance is split so that application assesses the technology and the market assesses the product. Where industrial goals are explicit, companies are to lead the project and own the transfer. Local governments are asked to open application scenarios in government services, smart cities and rural construction.

AI appears in two places. Section (七), on upgrading traditional industry, calls for full implementation of the "AI+" initiative so that AI empowers all sectors; the frontier list next to it names quantum technology, biomanufacturing, hydrogen and fusion, brain-computer interfaces, embodied intelligence and 6G. Section (十四), on the market environment, promises pilots that relax market access for new business forms, a commitment-based entry mechanism, sandbox-style supervision, and improved laws and regulations for frontier fields including AI and biotechnology, alongside stronger ethics rules.

The text sets direction. Thresholds, filings and enforcement detail would come from implementing rules issued by ministries such as MIIT and the Cyberspace Administration.

Our take

The technically relevant part is that AI is written twice: as a deployment mandate into existing industry, and as a regulated frontier field. Sandbox plus commitment-based entry shifts part of the burden from pre-approval to post-hoc evidence, which changes what a team has to keep — logs, evaluation records, and a defensible account of what the system was tested on. None of that is specified here.
