China's Cyberspace Administration and other departments filed 124 new generative-AI services in July and August 2026, including seven that provide on-device generative-AI on mobile phones. A further 133 generative-AI applications or functions that call already-filed models through APIs or similar means completed local registration. By August 31, 1,112 generative-AI services had completed national filing and 731 applications or functions had completed registration, according to the CAC's announcement.

Our take

The number to watch is not the headline 1,112 but the ratio: filings keep growing while registrations run just behind, meaning most new activity is applications built on top of already-approved models. That layered structure, a smaller set of filed models under a larger set of registered apps, is how China scales review without re-approving every product. Seven on-device filings also mark phones, not the cloud, as the next filing frontier.
